Or is it doomed to failure and is heading to another collapse? Charles provides arguments for both scenarios. In any case, neither the EU nor the U.S. should abandon Russia on the grounds that it has failed to democratize itself. The G-8 will be surpassed by the G-20 in the next 10-15 years.
